Research and Teaching Expertise

  • Dr. Jennifer Shkabatur is an Assistant Professor at the Lauder School of Government, Diplomacy & Strategy at Reichman University in Israel, where she leads an MA concentration on Global Impact Studies, which focuses on global challenges in the developing world. The program seeks to create a bridge between Israeli technologies and global challenges faced by developing countries. Her research addresses innovation policies and job creation in the digital economy, informal economy and entrepreneurship, regional economic development, open and big data, open government, e-government, etc.

    Dr. Shkabatur is also as seasoned international consultant, leading and contributing to a wide range of programs and projects of the World Bank, United Nations Development Programme, International Labour Organization, OSCE, WWF, Open Society Foundations, and other international organizations in areas that include job creation in the digital economy, informal economy, ICT-enabled citizen engagement, open data and good governance, and social safeguards. She has led projects in countries such as Afghanistan, Armenia, Azerbaijan, Bangladesh, Belarus, Bhutan, Brazil, Burundi, Chile, Ethiopia, Georgia, Kazakhstan, Kenya, Kyrgyzstan, Moldova, Nepal, Pakistan, Philippines, Russia, Serbia, South Sudan, Sri Lanka, Tajikistan, Tanzania, Ukraine, Uzbekistan, and Vietnam.

    Before joining Reichman University, Dr. Shkabatur taught at Harvard Law School, Harvard College, and Boston University School of Law; served as a fellow at the Berkman Center for Internet & Society, Ash Center for Democratic Governance and Innovation, and Safra Center for Ethics at Harvard University; worked for several non-profits and law firms; and clerked for the Supreme Court of Israel. She also served a Senior Advisor to the Society for International Development (SID) - Israel , and led several research and advocacy initiatives in collaboration with the Israeli government on amplifying the impact of Israeli technologies in emerging markets.

    Dr. Shkabatur holds Doctorate (SJD) and Masters (LLM) degrees from Harvard Law School (as a Fulbright Scholar), and Masters (MA) in Political Science and Bachelors (LLB) in Law from Tel Aviv University.
