Municipal law clinic in the context of obligatory payments and the relationship between the taxpayer and the authority

The clinic provides legal advice and comprehensive representation in the area of municipal taxation, including in proceedings to reduce municipal tax liabilities, fees, and development levies, and the refund of taxpayer overpayments made to various authorities in Israel.

The head of the clinic attorneys has extensive experience and expertise in representing leading companies and municipalities in Israel in complex and large tax assessments matters valued in the hundreds of millions of shekels.

The clinic advises companies and property owners in a wide variety of industry sectors, including: real estate companies (including new developments), hi-tech and software development firms, shopping malls, banks, insurance companies, industrial and manufacturing companies, security companies, pharmaceutical companies, infrastructure companies, gas stations, hotels, senior citizen residences, and more.

Our services include complete management of the tax liability reduction proceeding, including the preliminary evaluation of the assessments and/or the increased charges received from the authorities, providing legal opinions, filing objections and administrative appeals, representation before the various appeal tribunals, representation in settlement negotiations, and the general filing and representation in all relevant legal proceedings, such as in administrative petitions, proceedings before the High Court of Justice, class actions and claims for restitution.

Admission requirements:

The program caters to third-year students and over. Admission is conditioned on a personal interview.

Academic outline:

The clinic awards students with six semester hours, including 40 academic teaching hours. Students are required to undergo one-week preliminary training. The clinic includes a four-hour weekly practicum, across one calendar year.
