Measuring the Effectiveness of Real Estate Regulation: Interdisciplinary Perspectives

The annual international conference of the Gazit-Globe Real Estate Institute took place on June 18-19, 2017, at the IDC campus in Herzliya. This year's theme was: "Measuring the Effectiveness of Real Estate Regulation: Interdisciplinary Perspectives."


The conference, which was organized by Prof. Amnon Lehavi, Dean of the Radzyner Law School and the Academic Director of the Gazit-Globe Real Estate Institute, and Dr. Ronit Levine-Schnur, a Senior Lecturer at Radzyner Law School, aimed to offer different perspectives on how real estate regulation impacts issues of efficiency and fairness. In particular, the conference participants' offered empirical and theoretical insights on how real estate regulation operates in the fields of land use and zoning, land expropriations and regulatory takings, local governance and mortgage regulation.


The conference brought together an ensemble of leading researchers from the United States, Canada, the UK, China, the Netherlands, Portugal, and Israel. Among the participants were:

The academic conference concluded with a study tour in the city of Bat -Yam, guided by the architect Ms. Daphna Levine, who heads the municipality's Strategic Planning Unit. The tour opened with a visit to the Ben-Ari Modern Art Museum, where Ms. Levine presented the historical development of the city of Bat -Yam, as an example of modern Israeli planning. Contemporary planning dilemmas were then discussed, with a special emphasis on issues of conservation and urban redevelopment. The tour concluded with a walk around the Ramat-Joseph neighborhood.
